ATI started using Microsoft's .NET Framework..

The latest ATI drivers require Microsoft's .NET 1.1 Framework to be installed. If the PC does not have the .NET 1.1 Framework installed, the installer will not work.

Also, the driver is a single package that has drivers for RADEON 9500, RADEON 9600, RADEON 9700, RADEON 9800, RADEON X300, RADEON X600, or RADEON X800 Series of products.
